Absract. Retirement insurance is the main institute of the elderly
population incomes. Its effective functioning depends on a degree of
development of the social and labor and insurance relations, a worthy salary
and continuous hiring. The formation of institutes of pension insurance which
is carried out in our country the last 25 years still isn't complete. That is
connected with ineffective system of a salary and policy in labor market,
change of structure of employment and a phenomenon of "ageing of the population".

As for our country in many respects it is caused by the fact that there
was not initially accepted  the doctrine
of formation of pension insurance institutes including  interdependence mechanisms with a system of a
salary, population policy and policy in labor market. In the article for a
system assessment of elderly population's quality of life   the author offers "an indicator of a
ratio of total amount of expenses on pension, medical insurance and social
service elderly, as GDP shares, to their share in the total number of the
population". Its application allows to analyze what is the state with
costs of society for  the elderly
population activity during the different temporary periods and to analyze expenses
between various generations of elderly people and between the countries on a
uniform basis.

Pension insurance demands considerable financial resources. The author
suggests to carry out a state program of harmonization of the pension  insurance system, the salary and tax system,
and on this basis to conceptually prove and to legislatively adopt the new
contract of generations by the sizes of insurance premiums, the new scheme of
distribution of insurance loading and the sizes of pensions.

EMPLOYMENT AS A GOAL OF MACROECONOMIC POLICY

Abstract. The article analyses theoretical
and practical aspects of using an indicator of employment as the goal of
macroeconomic policy. Foreign experience of its application as the goal of
macroeconomic regulation is studied. Prerequisites and conditions of formation
of such goal of policy are defined. Obstacles which can arise at similar use of
an indicator of employment are noted. Features of frictional, cyclic
unemployment in modern economy and a tendency of their formation are analysed.
The reasons of divergences between an indicator of employment and an index of
labor participation are noted. The reasons of transition of the U.S. Fed to
using the index of conditions of labor market (LMCI) are revealed. The Use of
an indicator of unemployment in modern macroeconomic models is analysed.
Present conditions of formation of natural unemployment rate are studied.
Features of indicators of NAIRU (the unemployment rate which doesn't lead to
inflation) and NAWRU (the unemployment rate which doesn't lead to growth of a
salary) are defined. The modern treatment of the employment multiplier is
revealed. Theoretical and practical feasibility of using the indicator of
employment as an economic invariant is proved. There is made a conclusion on
need of regulation of employment on the basis of complex use of all elements of
macroeconomic policy.

Abstract. The article considers issues of
inadequate registration of the labor relations in the logging industry that
leads to violation of the Labour Code of the Russian Federation, and the
judicial practice which was developed in this regard.

The domestic and foreign normative and legal acts regulating an order of
concluding an employment agreement with the workers occupied at logging works
are analysed.   The authors revealed some
of actual problems of domestic legal regulation which arise at the employee's
actual assumption to work without concluding an employment agreement in
writing.

In this respect there are given various points of view of the Russian
jurists. Finally, the article offers the author's version of legal norm
providing the differentiated approach to conclusion of an employment agreement
with the employees working at logging works for the purpose of its inclusion in
the Labour Code of the Russian Federation.

Abstract
The article describes issues of Human Resource (HR) Management in the
conditions of market economy. The main stages in the evolution of the concept
of HR Management are considered.  Thus,
the attention is paid to the fact that in the XXI century in the conditions of
the increasing competition such resource as human potential will play the major
role. Thereupon the procedures and technologies of forming professional
competence in the  process of HR
Management are analysed.  Stages and structure
of management of HR formation and development are proved at macro, meso and
microlevels. The model of forming professional competence of graduates of
professional education institutions (PEI) is stated, providing forming
professional competences in the course of training in PEI, work in the
organizations, stages of adaptation, possession of a profession at the level of
creativity and on this basis forming professional competence.

THE ANALYSIS OF EMPLOYMENT OF RETIREMENT AGE PERSONS

IN THE REPUBLIC OF BURYATIA

Abstract. The article considers the
questions connected with employment of retirement age persons in the region.
There was conducted a research on the number of persons more senior than working-age
and their share in the total number of persons of the population of the Russian
Federation. The issues of labor employment of pensioners connected with results
of reforming of pension system are studied. The social and economic and social
and psychological factors influencing employment of persons of the senior age
groups are defined. Two groups of requirements are marked: work need of
population of the senior age groups and need of the state and society for use
of work of senior citizens defining socio-economic factors of employment of
persons of the senior generation. The author revealed that social and
psychological factors depend on education level, the status, health and
personal circumstances of elderly people. The condition of the Russian labor
market was investigated, there was shown, first, that the number of reductions
of the workplaces taken by people of a pre-retirement and retirement age
increased; secondly, the total of the vacancies corresponding to demand tends
to decrease; thirdly, demand for workers of a retirement age is practically
absent.  The analysis of number of the
working pensioners in the Republic of Buryatia is carried out. The structure of
the occupied population of the Republic of Buryatia according to different
characteristics and different age groups is considered. The meaningful analysis
of individual absolute and relative indicators of structural changes in the
region showed that there is observed a steady increase of a share of recipients
of old-age pensions and a share of the working pensioners. On the basis of the
conducted analysis there was constructed a model of multiple regression which
shows the factors influencing the number of the working pensioners. For this
model there were  calculated elasticity
coefficients which show how much percent the effective sign at increase in the
corresponding factorial sign by one percent will change. Results of research
showed that changes in the  pension
system need to be combined with changes in policy of employment, in particular,
it means creation of programs of professional development, training and
retraining of workers throughout all their work.

Abstract. In the conditions of social and
labor transformations, increase of the importance of scientific knowledge the
development and conducting theoretical and applied research  of labour and employment relations become of
a serious significance.

For a complex representation of a perspective of labour the article
gives the review of the directions of researches of labour in various branches
of a scientific knowledge  - labour
sociology, labour economics, labour management, occupational medicine and work
physiology, etc.

For the last decades there were essential changes in the system of the
labor relations, having changed their character, the principles of the
development of the labor relations, the sense of work, its contents and forms,
therefore there was need for updating 
researches on formation of labour, spheres of the labor relations, on
the one hand, in market conditions, on the other hand, in the conditions of the
global world and post-industrial society. During acceleration of social changes
the article actualizes the importance of strengthening scientific researches
and updating scientific knowledge on labour.

MAIN ISSUES OF THE PENSION SYSTEM OF THE RUSSIAN FEDERATION AND
GUIDELINES OF ITS IMPROVEMENT

Abstract
The article analyses acute problems of domestic pension system, such as:
its lack of actuarial balance according to the income and obligations; low size
of pensions; minimization of participation in mandatory pension insurance of
the self-employed persons; inconsistency of development of obligatory funded
pensions; minimization of federal transfers according to logic of a new pension
formula in the conditions of insufficiency of means of financing pension
obligations; regulatory imperfection of corporate pension systems, problems of
development of the non-governmental pension provision (NGPP) and the voluntary
pension insurance (VPI), including low profitability of investment portfolios
of non-governmental pension funds and its lack of  the fulfilled mechanisms of prudential
supervision; distrust of Russians to the government and private pension institutions;
the external factors concerning pension system deepening its problems are also
considered. The paper outlines the guidelines of improvement of pension system
of the Russian Federation assuming need in solving the listed above problems.
The author offers among the other things: to enter regulatory and balance model
of forming the pension rights built by professor A.K. Solovyov; to create for
self-employed persons the minimum and maximum scale of rateability with
establishment of a tariff of the rate of contributions similarly for hired workers;
to connect branch labor unions to the solution of questions of designing
corporate pension plans; to create the demanded complex of investment tools,
first of all securities of the real estate market; to create a system of
prudential supervision in the field of NGPP and VPI; to strengthen trust of
citizens to pension projects of the country; to establish salaries in
equivalents of a regional living wage; to start system of effective tax
incentives of organizers of socially oriented pension programs; to continue
financing of actions for increase of birth rate and development of health care.

Abstract. The article is devoted to a
question of influence of a salary on economic growth. In the Program of
anti-crisis measures of the government the issue of wages as a stimulating
factor of economic growth generally does not rise. The author considers that
the reason is in a lack of the Program as it is difficult to imagine
implementing the planned measures without a factor of strengthening activity of
the main agents of Economics - the employee and the employer, first of all, for
labor productivity increase. To have objective idea of a situation in this
area, the author offers to compare growth of labor productivity with growth of
a salary in real, but not nominal dimension as it becomes now officially. The
author considers it necessary to recognize that in the Russian Federation there
is low labour cost that, on the one hand, doesn't stimulate employers to
introduce new technologies, without which it is impossible to make a
qualitative labor productivity shift. On the other hand, low wages don't
stimulate workers to professional development that also interferes introduction
of new technologies. In this regard the article offers to refuse policy of the
living wage calculated on decrease in poverty in the sphere of state regulation
of the income for economically active population. Instead the author offers
transition to a course on a  material
wealth on the basis of the new standard of the economic stability of families
with children developed by the author, with due regard for providing a basic
level of life of the lower layer of the middle class.

TILSIT AGREEMENTS OF 1807. CREATION OF THE

NEW EUROPEAN POLITICAL SYSTEM

Abstract. The article analyses  the course of negotiations in Tilsit, their
results, economic and political consequences for the European states and the
Russian Federation.

The article shows the reaction of
representatives of the Russian state elite to the concluded agreements. In
particular, the article presents the sharp remarks on this occasion, made the
Russian Ambassador in London, count S. R. Vorontsov.

The author paid a special attention to the analysis of the
"Contract on the Union" ratified by Napoleon and Alexander I in
Tilsit which wasn't subject to announcement. France and Russia declared in it
that they won't allow any of the European states to occupy a neutral position
in relation to Britain. According to the Contract, in particular, Austria,
Denmark, Portugal and Sweden had to declare war against England and close all
sea harbors towards it.

Thus, the author states, the acts signed in Tilsit not only changed the
map of Europe, but also attempted to destroy the concept of a neutrality of the
certain European states.

CONSTITUTIONAL RIGHT TO SOCIAL SECURITY: CONCEPT AND CONTENTS

Abstract. The article considers the
debatable question of possibility of relating the concept the right to social
security to the category of constitutional one, establishes its contents, gives
its definition.The author believes that for ensuring worthy level of social
payments and a certain level of safety and comfort in the life of the Russian
citizens the state has to have a sufficient financial base. Its creation needs
a legal mediating by means of the budgetary legislation, but not the
legislation on social security in any way. At the same time there is not
directly said  about means which are
intended for realization of the social rights of citizens in the Constitution
of the Russian Federation. And most likely, the author finds it possible to
speak about the action program for the state which has to find these means in
the budget of the country or create them any different way to guarantee
realization not only the rights for social security, but also all other proclaimed
social rights. The author considers that the situation guaranteeing the right
for a worthy standard of living and social security contains in Art. 7, but not
in Art. 39 of the Constitution of the Russian Federation. This is Art. 7 that
states about the Russian Federation as the social state which policy is
directed on creation of the conditions providing worthy life and free
development of the person. The analysis of the theory of the right gives the
grounds to state that Art. 39 of the Constitution of the Russian Federation
contains only the legal order concerning social security of citizens.  However, it doesn't name legal means by which
there is its observance, execution, use, application. The author attributes Art.
39 of the Constitution of the Russian Federation to a number of constitutive
documents in which only competences of natural persons are specified. Securing
the right of each Russian citizen to social security, it thereby assigns to the
state a duty of the legislative solution of all questions connected with its
realization. As social security is under joint authority of the Russian
Federation and territorial subjects of the Russian Federation, and the
legislation on social security has to be accepted both at the federal level,
and in territorial subjects of the Russian Federation. Besides, the fact that
the Constitution of the Russian Federation contains the Art. 39 means that the
right to social security of citizens is really important for the state.

Abstract. The article analyses efficiency of compensation of employees
of the public and municipal authorities, and makes proposals on improvement of
its estimates. Three indicators of efficiency are emphasized: on a ratio of the
general results of work to the general fund of compensation of an institution;
on the budgetary financing of the made services to the budgetary volumes of
compensation and on a ratio of off-budget volume of the rendered services to
off-budget financing, the Labour Compensation Fund (LCF).  

In research there are indicated internal and external factors on which
the influence of compensation on result, nature of their influence on
efficiency of compensation depend. The author considers a number of problems
which are negatively influencing efficiency of compensation of state employees,
such as: delay salary payment, insufficient realization of the reproduction and
stimulating functions of compensation, a low share of a salary in the
cumulative income of the worker, unreasonably high differentiation in
compensation. As a special priority it is offered to enter the individual
coefficients of efficiency wage for all staff of the budgetary and municipal
authorities that will allow to compare these indicators both within one
institution, and between institutions, to define effective and inefficient
workers with acceptance of the appropriate measures and conclusions. On the
results of the expert poll the paper offers the gradation of indicators of
compensation efficiency of the budgetary institutions, as well. Such
institutions in which it is the share of 1 ruble of a salary from 5,6 to 8
rubles of the rendered services, effective - not less than 2,9 rub, inefficient
- less than 2,2 rub, and very inefficient - less than 1,3 rub are recognized
very effective.  As an example, the
author gives the calculation of efficiency of compensation for 14 budgetary
establishments of the social sphere. On its basis the author makes a conclusion
that it is possible to correct the specified criteria of an assessment of effectiveness
of compensation system in relation to the budgetary institutions of the social
sphere towards decrease. Thus at institutions of health sector efficiency is
higher, than at cultural institutions, and the lowest of the studied
institutions efficiency is at educational ones. The authors find possible also
expedient to extend a similar technique of an assessment of efficiency of
compensation and to the production sphere.

Abstract. The author considers that
social development management of a society is impossible without extensive
systematic information on its condition. It can be done by creation and
organization of activity of services of monitoring social processes and the
phenomena, and various objects of the social sphere, as well. The essence of
"tracking" a condition and changes of the studied social object is to
find out undesirable tendencies of its change in due time,  that allows to find optimum versions of
administrative decisions.  Social
monitoring can be carried out as refered both to objects of social,
sociocultural, economic spheres of society, and political one. The methods
applied when carrying out social monitoring give it the second name
("sociological", "mathematical", "statistical",
"visual", "analytical" and so forth).  That is in this case in the basis of
classification there is a method allowing to build the comparative indicators
singled out on the basis of this initial method. When carrying out monitoring
of the social sphere in modern conditions there was a situation when there was
a huge gap between needs of public practice for the principles and methods of
the analysis of the social sphere of the region and insufficient theoretical
and methodological study of key concepts, contents and specific character of
formation and implementation of social policy in the region. Today there
increases a need in participation of scientists-sociologists in defining
priorities of social development, for management of social processes and social
development of the region. This situation even more increases the need of
carrying out theoretical researches on problems of formation and implementation
of federal and regional social policy.

THE INNOVATIVE PROJECT AS A PART OF DEVELOPMENT OF THE ECONOMICS OF THE

Abstract. The  article analyses the role of innovations in
the economics of the enterprise, particularly considers the goal and tasks of
the innovative project, and stages of its development. The innovative goal
defines the prospect of development of the enterprise for such directions, as
promotion of innovations to the consumer; receiving profit; the best
satisfaction of inquiries of consumers at higher quality of a product or
service, extension of their nomenclature; decrease in expenses in the course of
production and economic and marketing activity; occupation of stronger position
in channels of distribution, increase of the enterprise capacity. Tasks of
development and target management assume opportunity to quickly increase
potential of the enterprise, to transfer it to new qualitative level. The
author notes that each innovative project comes from life cycle of an
innovation or innovative product which has such stages as development,
production, realization, service. The paper compares basic cycles of
innovations and innovative projects, classifies the latter by several criteria.
In particular, it is offered to classify innovative projects by a stage of life
cycle of an innovation, a kind of activity, scales of the solving tasks, number
of other projects involved in their implementation, their duration.  The author notes feature of a control system
of investment projects, proves functions of management of innovative process
and offers the scheme of business system of the innovative project. The gained
profit as a result of implementation of the innovative project can be referred
to results of the first row (an innovative product, services), and again
created knowledge - to results of the second row  (auxiliary and by-products).
