Phillips curve AS A Russian

Labor market research tool


            Key concepts: Russian labour market,
the cyclical fluctuations of the market, the real wages of labour, the
interdependence of unemployment and wage, Phillips curve.


            The paper evaluates the
activity / inactivity of the Phillips curve in the Russian labour market. The
author presents a literary review covering the evolution of the curve-fitting
interdependence between the unemployment rate and the changes of the increase
of money wages: from the primary model built by O. Phillips in 1958, to the model
that takes into account the inflation expectations of employees. The
substantiation of the popularity of the use of this curve by the economists is

The author uses the monthly data of FSSS for the period from August 2009
to January 2014 to explore the effect of the Phillips curve on the Russian
labor market, he is also considering the possibility to use the curve as a tool
for the short-term public policy. The study uses the following indicators: the
unemployment rate in accordance with the methodology of the International
Labour Organization (ILO); the rate of change of the nominal and real wages (in
% to the previous month).

It is established that the Phillips curve was not observed in the
Russian labor market in the reviewed period, since the optimal equation,
describing the interdependence between the indicators, mentioned above, shows
the coefficient of determination equal to 0.005. The lack of pronounced
interdependence is also graphically represented.

The author concludes that the Phillips curve does not work on the
Russian labor market, since it retains the traditional Russian model of its

The author connects this conclusion with the fact that the functionality
of the Phillips curve has changed, as it has recently been widely used for the
inflation expectations modeling, in other words, as a forecasting tool.

Concept, object, types and parties of a service contract with a foreign
diplomatic service officer



            Key concepts: Service contract with
the Diplomatic Service Officer, representative of the employer, the diplomatic
service abroad, the term of the foreign service contract, the civil service,
the equivalence of a position accorded to the diplomatic employee at the end of
the foreign service.


            The paper analyzes the
characteristics of a service contract with the diplomatic officials based on
the norms of federal laws and jurisprudence. The diplomatic service contract is
a special type of a civil service contract, which is included in the scope of
labour law on labor relations of civil servants. However, so far, in the
science of labour law very little attention is paid to the study of labour
relations of the diplomatic officials and the grounds of their origin. The
judicial practice of the labor disputes of this category of workers shows that
the protection of their labor rights has a number of problems associated with
gaps in the legal regulation of the diplomatic officials labor relations. The
special attention is paid to the value of the diplomatic service contract, its
subject (the diplomatic service) and the problem of determining the parties.
The service contract is the main reason of the employment relationships in the
civil service and specifies the conditions for its passage in relation to a
particular public servant. The author makes suggestions to improve the legal
regulations of service contracts with diplomatic officials, states the
necessity of further legal regulation of the guarantees of the continuation of work
for the diplomatic service officers after the end of their foreign service. The
author also develops the concept of equivalent positions, which should be
provided to the diplomatic service officer at the end of his service in the
Ministry of Foreign Affairs abroad, as well as a service contract with the
citizen entering the foreign service in the Russian foreign service mission.

financial responsibility of the employer for the illegal dismissal of an
employee from work


            Key concepts: employer, employee,
employee wages, protection of labor rights, the liability of the employer, the
illegal dismissal of an employee from work, a list of cases of exclusion.


            The object of the
research are the public relations for the financial responsibility of an
employer for the illegal deprivation of an employee of the opportunity to work,
for the protection of labor rights and legitimate interests of the workers. The
research focuses on the issues related to the theoretical propositions of the
concept of financial responsibility of the employer for the illegal dismissal
of the employee from work, with the current state and further development of
labor law regulating this kind of legal liability. The author examines in
detail the legislator used terms such as "removal from work",
"not to allow to work", "illegal dismissal" - the concepts,
that are absent in the Labour Code of RF, what reduces the effectiveness of the
liability of the employer for the illegal dismissal from work. The special
attention is paid to the analysis of the list of the grounds for dismissal from
work, enshrined in Art. 76 of the Labour Code of RF, which lets the author make
a conclusion of its openness, in this connection the author proposes to make it
closed in order to protect employees from the loss of wages due to the
deprivation of the possibility to work. The special contribution of the author
to the studied theme is the scientific development of the definition of
"dismissal from work", revealing multisectoral liability for the
illegal dismissal from work, implemented by the employer, the various agencies
or officials, the establishment of social injustice in the case of most wage
workers, which, unlike the certain categories of workers, do not receive wages
for the period of dismissal from work, as well as making specific proposals
aimed at the improvement of legislation for the dismissal from work and the financial
responsibility of the employer.

            This article reviews
the current approaches to the theory and practice of creating the quality
technospheric security. We study the experience of implementing reliability of
technical systems (products, components), their safe operation, and error-free
work of operators on the basis of the reliability indicator, acting as a level
of guaranteed security in today's economic, business and social activities. We
assess its predictive capability in the cases of the risk occurence, the
expansion of the regulatory declared resources, which ensure the safety of the
workers and technical / technological systems. The author suggests that the
indicator of a reasonable reliability should be considered in planning and
evaluating the effectiveness of the use of the finances.

LEGAL REGULATION of the extended annual paid leaves of state civil

            The paper analyzes
Russian legal acts regulating the establishment and the duration of the
extended annual paid leaves of state civil servants and municipal employees,
and reveals the purpose of its establishment. According to the author, the
subjective basis of differentiation of the duration of the extended leaves of
civil servants and municipal employees is the increased responsibility and
complexity of the work, and the intersubjective basis is the position held. The
author proposes to differentiate the duration of the extended annual paid
leaves of state civil servants and municipal employees even more, depending on
the level of their work increased responsibility and complexity.

            Key concepts: social security, social assistance and the right to it,
the legal status of social and legal security, forms of social support, its
place in the social security law.


            The article discusses
the main features of the system of social support of certain categories of the
population (labor veterans, rehabilitated citizens, and others) as an
institution of public welfare, which appeared in Russia in 2005. The so-called
monetization law replaced the form of many of the benefits which had been
previously provided to the citizens in kind to monetary. At the same time, the
federal legislator did not specify the content of social support so far. What
is more, many of the implementation powers are laid on the regional level - on
the subjects of the Russian Federation. The lack of the conceptual apparatus of
this type of social security has led to the inconsistencies in the Russian law
enforcement. In the sectoral science - social security law - the place of
social support is not yet determined, and this is the subject of this article.

TO THE QUESTION OF the Ukrainian
political elite turnover


            Key concepts: political elite,
counter-elite, a change of elites, the party-economic asset, industrial and
political clans, oligarchic groups, the ruling political elite group,


            The article examines
the transformation processes of the Ukrainian political elite since the
Ukraine's acquisition of independence to present days, as well as
methodological approaches to their assets. The urgency of the issue has raised
in connection with the events of 2014 as a result of Euromaidan change of power
in this country. In particular, the author focuses on the topical modern
science problem of the assessments of compliance of the processes in the
Ukrainian political elite with the classical theory of elitism, which provides
for the presence of several elites in the political field and sees the
development of the political process as a replacement of the ruling elite by
the counter-elite. The paper presents three points of view, existing in modern
Ucrainistics: the replacement of the political elite from the Soviet era did
not take place; this replacement took place in Ukraine as well as in other
countries affected by the "color" revolutions; we can speak only of
partial replacement of the political elite.

            Following the majority
of the researchers, the author comes to the conclusion that there is only one
political elite in Ukraine, which is divided into several groups aspiring to
occupy a dominant power position. The paper also proves that due to the
specifics of formation and transformation of the Ukrainian political elite
there were no abrupt changes in the political elite since the collapse of the
USSR, and the political process has been limited only to the replacement of one
group of the ruling elite by the other, and the co-optation of individual
representatives of competing groups into the ruling group of political elite.
In this case, the events of 2014, despite the Euromaidan, the flight of
President Viktor Yanukovych, the early presidential and parliamentary
elections, the lustration and the appointment of foreigners to a number of
ministerial posts still can hardly be considered a radical change of the
political elite.
