Abstract. If earlier in standard and legal documents of labor unions and their
associations the defining situation was the statement that a basis of labor
union - primary trade-union organization, today in charters of the majority of
the Russian labor unions expressly that a basis of labor union is the member of
labor union. Meanwhile, the implementation of this Declaration in practice is
one of the most important cornerstones of the problems of the present stage of
development of the Russian trade union movement. Often this is due to the
passivity of many union members, their inertia, and sometimes indifference to
participate in trade union activities. We believe that increasing the
initiatives of trade union members is, first and foremost, in the
implementation of comprehensive measures for the democratization of trade union
life, ensure the active participation of trade union members in all matters of
trade union organizations and the implementation of social and labor rights.
The article defines the democratic principles of trade union activities,
provides some guidance on modern methods of organizational work (creation of
trade union organizations on the principles of organizing, carrying out and
reporting election in trade unions in compliance with democratic rules),
improvement of the image of the all-Russian trade unions, the efficiency of
collective agreements, to promote Russian decent work.

Summary. In article the author considers initiatives of Socialist International
of formation of "new culture of solidarity". This concept was
discussed on the XXIV Congress of the Socialist International at the end of
summer of 2012 with participation of social democrats from Russia. "The
new culture of solidarity" is formed during increase of educational level
worldwide, and also fight for social and legal equality of all segments of the
population in them. Social democrats proceed from the prerequisite that
shortcomings are inherent in a vertical control system of society. The
increasing aspiration of wide sectors of society to equality actual social
legal is satisfied in process of development of information, first of all, communication
technologies. In article it is also emphasized that, proceeding from "new
culture of solidarity", modern social democratic educational strategy is
directed on overcoming of distinctions in education not only on global, but
also at the regional and country level.

Abstract. This paper provides an overview of approaches to the theory of social
networks in the light of scientific paradigms. In this regard, we presented the
point of view of the classics of sociology at the problem and provided modern
scholars: the idea of G. Simmel - the "formal" approach to the idea
of ​​"dissociation" (related to the study of subordinate structures
of social relations and the continuity of the chain of command from the micro
to the macro level) and close to modern concepts of social networking,
"social fabric" and the "social web" and the ideas of Emile
Durkheim "social morphology" (as the predecessor network approach) to
a social network of personal contacts and relationships (Barnes, Bott),
"psycho-social networks" (Moreno) and the concept of social networks
used in the anthropological study of the structure of traditional societies
(Radcliffe-Brown), the strengths and weaknesses of social ties (Granovetera),
and others. It is noted that the definition of a social network is formulated
specifically for each individual case and, therefore, is too narrow and
applied. The authors presented their own sociological definition of the network
structure as a special social community that has developed naturally in the
process of achieving its Member States of their life goals and actions without
hierarchical control. This community is characterized by numerous horizontal
connections, suggesting interdependence and sharing of resources and build on
mutual support, mutual benefit, common to all members of the network of social
norms and values. As the main factor of stability of the authors identify a social
network reciprocity (mutual benefit), the ability to rely on the combined
resources of the network. As for Russia, according to the authors, the social
network is one of the main forms of social assistance and protection for labor
resources of the population, especially in the current crisis of the modern

Abstract. The article describes the main provisions of international
acts and European Union governing the rights of workers at the employer's
insolvency.  The protection mechanisms
recommended in these regulations for the introduction into national legislation
are  covered in the article. The
author  describes the features of the
protection of employees' rights in the event of bankruptcy of the employer in
the Federal Republic of Germany and 
analyzes the rules of the German federal legislation on guarantees
payment of wages to workers in the declaration of a bankrupt enterprise. They
are described objects, features, formation, and the specifics of an insurance
guarantee fund in Germany. We study some provisions of collective agreements
relating to the payment of income to employees in case of bankruptcy of the
employer. The article describes the cases of compensation payments to employees
when translated to shorter working hours at the employer's insolvency and the
declaration of bankruptcy proceedings. The characteristics of other mechanisms
to protect the rights of workers in case of bankruptcy of the employer used in
certain German companies, in particular, the establishment and operation of
voluntary insurance funds are covered. The article also highlights the main
problems of legislative protection of the rights of employees in the event of
bankruptcy of the employer in the Russian Federation. The author analyzes the
main provisions of the bill on compulsory insurance of employees in the event
of insolvency of the employer. There have been deficiencies and controversial
points of the bill. The author proposes the possibility of the use of certain
legal mechanisms used in Germany to ensure the rights of workers in case of
bankruptcy of the employer in the legislation of the Russian Federation.

Abstract. In article the concept of daily and inter-shift rest is investigated.
The author analyzes opinions of the leading scientists and experts in the
sphere of the German labor law concerning its definition as kinds of time of
rest of workers. Approaches to concept of daily (inter-shift) rest of the
Russian legal literature and the labor legislation are specified. The article
describes the basic provisions of the labor legislation of Germany and Russia,
and also regulations of the government and the ministries concerning regulation
of daily (inter-shift) rest of hired workers. The are given classification of
types of daily and inter-shift rest by duration applied in the German labor
law, features of providing the standard, reduced and extended daily
(inter-shift) rest. The article specifies cases of establishment of the reduced
and extended daily rest, and also feature of their legal regulation. The
special attention in article is paid to research of questions of compensation
of daily rest in case of its regular reduction for various production reasons.
On the basis of the analysis of jurisprudence the types of compensation rest
provided to the worker for reduction of duration of daily continuous rest, and
also the period of providing compensation are defined. Questions of daily
(inter-shift) rest concerning employees of the emergency services attracted on
watch and young employees of the German enterprises are separately
investigated. The author analyzes standards of the tariff and collective agreements
existing at the German enterprises and in various branches for duration of
daily rest for separate categories of workers and an order of its compensation.
They are shown advantages of legislative regulation of daily (inter-shift) rest
in Germany in comparison with the labor legislation of Russia.

Abstract. In article legal mechanisms of
regulation of time of rest of the workers occupied at logging works are
considered. Characteristics of granting on separate types of works during
working hours of special breaks which join in working hours are analyzed. The
order of granting such breaks caused by technology and the organization of
production and work is established by employment policies and procedures. The
author describes the essence of legislative measures on improvement of a
differentiated approach to the provision of rest periods for employees engaged
in logging operations, with a view to their inclusion in the Labor code of the
Russian Federation. The legal analysis of regulation of time of rest of the
workers occupied at logging works is submitted, key aspects of this problem are
designated and conclusions are drawn on its value.

Abstract. The article discusses the state of the labor market in Russia in
connection with the serious problems caused by the sharply deteriorated
geopolitical position of Russia and economic sanctions by the US and European
countries. Thus, it is noted that despite quite acceptable unemployment rate of
the countrywide its differentiation on regions reached 26 times, and on federal
to districts 3.5. In this regard, it reviewed the regional and district levels
of unemployment, identified the most problematic sectors of the economy in
which there is a contraction of the labor market, marked by the most depressed
regions. Also draws attention to the fact that those who have lost their jobs
find it mostly in the informal sector, which distorts the results of the
evaluation of the RF Ministry of Labor in the labor market of the Russian
Federation. And nearly a third of unemployed Russian small towns locate out of
sight of the public employment services. According to the forecast prepared by
the Ministry of Labor of the balance of labor resources for 2013-2015, the
author notes that the negative demographic trends affecting the labor market,
will be mitigated by increasing the number of employed persons over retirement
age. However, in the current economic and geopolitical conditions, the author
stresses, this forecast is hardly true. On the basis of the carried-out
analysis of unemployment the conclusion is drawn that in 2015 in Russia will be
formed the first contours of the new labor market.

Abstract. The article focuses on the problem of distribution in Russia of a new
type of labor relations - precarization. Against the backdrop of globalization,
economic space and the development of new forms of employment in the community
is the formation of specific social groups - prekariat. This attempt to examine
these relations through the prism of contemporary issues of employment of
convicts in prisons. Based on the principles of prekarial social and labor relations,
that is, the absence of stable employment, low wages, minimum guarantees and
security, as well as the loss of professional identity, the author
substantiates the validity of chargeability convicts employed labor in prisons
(DUT) to the "new dangerous classes "- prekariat. It is noted that in
the absence of a mechanism to ensure a well-functioning production units IU
stable orders for production, there is the role played by hypertrophied
informal norms regulating social and labor relations. This leads to the
creation of social space, where formal rules are deformed under a heavy burden
of informal practices. The author comes to a conclusion that in the conditions
of depreciation of formal labor norms in imprisonment places only the competent
state policy in the sphere of employment of convicts can resist the dangerous
development for the law-abiding members of society of the formation of a layer
of vulnerable and disadvantaged people, and in its most radical and aggressive

Abstract. In the XXI century the traditional scheme of training of
teacher-student is transformed into a continuous process of training and
exchange of experiences among people with similar professional goals and
interests. Training of personnel in the organization of today has acquired a
special urgency to the employer. The article describes the competency approach
to the training of young professionals in the professional community in the
light of the Federal Law "On Education in the Russian Federation",
the Presidential Decree of 07.05.2012, "On measures to implement the state
policy in the field of education and science", the State program of the
Russian Federation "The development of education for 2013-2020" and
other legal documents. Disclosure of concept is served by the multilateral
analysis as essence of competence-based approach, professionalizing, intra firm
training of the personnel, and its various treatments. The article
substantiates the need for the introduction of competence-based approach to
learning. It provides a detailed interpretation of the concept of competence as
a combination of knowledge and skills of their practical application in a
particular situation, as well as the basic values for successful interaction
with other people and life in society. We give a detailed analysis of the
concept of "young specialist" in the legal and in the usual ways. The
problems of young people in today's society: the lack of demand in the labor
market, the lack of work experience, low motivation to work. The data are
provided on the current age imbalance in employment and low-skilled labor in
our country. We used the concept of "educational environment" and
"education space" in the study of specific institutions, where the
communicative interaction between two subjects of education - teach and be
taught, the young specialist and his mentor.

Abstract. The article
analyzes the disability as a social and psychological phenomenon in
contemporary Russian society, verifies the group of people with disabilities
and the importance of subjective criteria and objective possibilities for their
employment. Highlight features of binary group held on the following criteria:
age and physical limitations, psychological nature of the installation, the
economic criterion. It is revealed the specifics of employment and employment
of people with disabilities, especially their motivation to work and involvement
in the life of society. The author analyzes the barriers to employment of
persons with disabilities and the formation available labor market to them.
Substantiates insufficient employment of persons with disabilities as a good
indicator of social and psychological separation between disabled and not
disabled due to a lack of a culture of tolerance in contemporary society. The
article formulates priorities in the formation of social policy
"accessible environment".

Abstract. Process of formation of the Russian market of work has distinctly
expressed regional specifics. Huge scales of the country, territorial
differentiation of unemployment, increase in illegal employment turn the
solution of problems of balance of a manpower into one of the sharpest
problems. In social policy of regions problems of adaptation of a manpower to
labor market, increases of level of a competitive of citizens are put in the
forefront. The main objectives and mechanisms of social policy in the region are
defined on the basis of features of social and economic  developments of each territory, on the basis
of the acting and the regional government programs, with the active
co-operation with local authorities. Each region has its own specifics of the
placement of labor resources, their quantitative and qualitative composition.
However, there are common to all regions and the Russian Federation as a whole
task to carry out an assessment and forecast of the labor force at all levels
(regional, municipal, village level), and their resource distribution component
characteristics for the purpose of reproduction of labor resources, assess
their reserve and rational distribution of productive forces and economy of
cities and regions.

Abstract. The
article deals with the working conditions at the compressor stations of gas
transport enterprises of JSC «GAZPROM». Based on the analysis of working
conditions we found that most exceeds requirements of sanitary norms takes
place on the factors of noise and infrasound. The presence of intense noise and
infrasound leads to risks of occupational and work-related illnesses, reduced
quality of performance and economic losses. The authors argue convincingly that
used in enterprises remedies are insufficient, and provide specific
recommendations for the prevention of adverse effects of noise and infrasound
on humans. It is noted that the impact on humans and wildlife of noise
pollution many environmentally hazardous production activities, including JSC
«GAZPROM» has been studied insufficiently. This explains the lack of federal
environmental regulations and standards acceptable acoustic pollution.
Meanwhile, reduced noise and infrasound, arising from the operation of large
and extensive technological facilities, to the natural (baseline) values should
be considered as one of the important areas of environmental activities. The
authors conclude that the problem of acoustic pollution production facilities
of JSC «GAZPROM» should become one of the priority environmental problems.

Abstract. The article discusses the history and
development of public ceremonies, including the inauguration in the USA,
France, Russia and Ukraine and evaluates their role in the legitimation of
authority and influence on the creation of the image of the state. Specificity
of the inauguration as a social phenomenon makes this kind of illustration of
the ceremonial act of cultural status, manners and tastes of society, national
characteristics, it is a symbolic feature of hierarchical differences.In its
norms is reflected not only ideology, but also social psychology of the
society, without adequate interpretation which it is impossible to properly
understand the behavior of public figures in specific situations related to
their official status. Civil and military ceremonies, being, as a rule, bright
events in the life of the state, are symbolic. They establish a balance between
the immediate parties to and surrounded by the highest, shows the
stability/instability within the ruling elite. Modern ceremonials of inauguration
of presidents of the countries of the world are both policy, and prestige, and
image of the power operating in the state.
