The paper discusses the procedure for employment of those foreign residents who do not require a visa to enter the
Russian Federation. The authors examine such issues    
as   low qualification of  foreign residents working in
Russia, their discriminatory stripped-down wages, which does not
correspond to the norms of Russian legislation, the measure of administrative
responsibility for these violations, as well as the high level of illegal
labour migration in the country.

ABOUT THE TERM «MIGRANT WORKER» IN THE LEGISLATION OF
