The municipal servants' values
are analyzed in the article on the base of the social

survey results. Also, on the base
of official figures, there are analyzed changes among

selfgoverning authorities in
Krasnoyarsk territory, according to the municipal elections

results in 2010. It is set that
the new municipal administrative elite is weakly related

with the population and is not
completely corresponded to the criteria of democratic,

liberal and clear elite. Danger
of its decline and destruction is clearly shown.
