Preparation and Employment of Young Experts: Motivation of the Employer

In the article the modern tendencies of decrease in interest of the employer to hiring of the young experts, caused by occurrence of antistimulus in the system of their preparation,  problems of the taxation of profit and expenses on training and retraining of personnel are analyzed. Suggestions on creation of a more perfect, according to the authors, mechanism of motivation of employer participation   in preparation and employment of young workers are made.

Estimation of Organizational Potential of the Enterprise

In the article the problems of the estimation of the enterprise on the basis of its organizational potential in the conditions of market managing, the technique of the estimation of the potentials of the organization of manufacture and organizational structure of management are considered. On the basis of the latter the predicted factors of utility (effectiveness) of organizational potential, the efficiency of the use of the enterprise in the future are calculated that allows estimating today's cost of the enterprise.

The Financial Analysis in the System of Neutralization of the Risk of Legalization of Criminal Incomes

Key concepts: social, economic and financial determinants of the risk of legalization of criminal incomes, financial monitoring, methods of the financial analysis, questionable operations, business activity of economic subjects.

In the article it is suggested to carry out the expanded financial analysis while identifying clients within the limits of financial monitoring of risk of legalization of the incomes received in a criminal way. The author believes that for such an analysis it is necessary to use comparison of dates of registration and the actual beginning of commercial activity, the direction of movement of monetary streams from industrial, financial and investment activity, indicators of business activity. The research «know the client» is suggested to carry out in six stages.

Key concepts: management, self-management, the state management, a civil society, a global civil society, transnational corporations, property, motivation of social groups.

In the article the parity of the state management and the self-management presented by structures of a civil society is analyzed. The author proves the thesis about inevitability of displacement of balance towards self-managed structures in a modern «knowledge society» and strengthening of tendencies of formation of «global civil society». At the same time, the thought on a key role of the state management in those segments of transformations which can provide the break (steady growth) in social and economic development of Russia is shown.

The Role of a Building Complex in the Socially Focused Directions of Development of the Region

In the article the problem of the choice of target reference points of anti-inflationary policy is analyzed. Most significant of them have been studied by the author carefully. Numerical influence of parameters of financial instability on inflation has been also revealed.

About Attempts of Dismantling of the Social State

The material is devoted to the session of the scientific Сouncil of the Academy of Labor and Social Relations (ALSR) on the problems of the social state which was held   on April 25, 2011. In it the principal statements of the reports and the speeches of its participants concerning the suggestions made in the report of the Institute of Modern Development (INSOR) «Finding the Future. Strategy 2012», and also in the project «The Concept 2020» are given.

Having declared the disagreement with some sections of the specified report, the participants of the Scientific Council in the Final document underlined that one of ways of the solving   of sociolabor problems of the Russian Federation is development of social criteria of decent work of its citizens and   the adoption of the law «On the State Social Standards».

Wether Management of Political Risks in Modern Russia is Possible?

In the article the attempt to prove possibility of use of insurance as an effective mechanism of management of political risks in modern Russia is undertaken, thus the emphasis is made on the insurance analysis as institutional risk environments. In the course of sociology of risk and on the basis of the general methodology of economic sociology the risk is considered by the author as: 1) the social phenomenon, which passed long history of institutionalization, having a difficult multilevel structure; 2) the attributive characteristic of economic behavior of managing subjects; 3) measured uncertainty of outcomes of events (probability) in the future which is connected with the necessity of a choice and decision-making.

В оптимистичном варианте прогноза указывается, что в случае успешной модернизации экономики и создания соответствующих условий труда за Уралом реально прекращение оттока населения в центральную часть России и сохранение в перспективе за страной восточных окраин.

Prospects of Demographic Development of Russia and its Possible Social and Economic Consequences

 In the article it is said about features of the demographic policy of the Russian Federation and prospects of development of the population of our country. Comparison with the demographic situation in the BRICS countries is given and the pessimistic forecast about possible replacement of the Russian population in Siberia and in the Far East by foreigners is made. In an optimistical variant of the forecast it is underlined, that in the case of successful modernization of economy and creation of corresponding working conditions beyond the Urals it is real to terminate the outflow of the population to the central part of Russia and preservation of eastern suburbs of the country in the long term.

          Человеческий капитал предприятий: понятия и методы определения

В статье рассмотрены понятие, термины и показатели человеческого капитала предприятий (ЧКП), различие показателей живого, прошлого и совокупного ЧКП, предложены методы расчета их величины. Особое внимание уделено вопросам номенклатуры и определения величины показателей  результативности и эффективности использования человеческого капитала.  В числе приоритетных названы показатели отдачи и рентабельности ЧКП, а также показатель уровня использования  социального потенциала предприятия, исчисляемого по соответствующим стоимостям привлекаемого труда. В статье подчеркивается, что мониторинг и контроль этих показателей позволяет руководству предприятий принимать обоснованные, высокоэффективные управленческие решения.

      The Human Capital of the Enterprises: Concepts and Definition Methods

     Key concepts: an enterprise, human capital, methods of its definition, living and last work, work cost, economic potential of the enterprise.

     In the article the concept, the terms and the indicators of the human capital of enterprises (HCE), the distinction of indicators of living, last and cumulative HCE are considered, the methods of calculation of their size are offered. The special attention is given to the questions of the nomenclature and the definition of the size of indicators of productivity and efficiency of the use of the human capital. Among priority the return and profitability of HCE indicators, and also the indicator of level of use of social potential of the enterprise estimated at corresponding costs of involved work are named. In the article it is underlined, that monitoring and the control of these indicators allows the managers of the enterprises to make the proved, highly effective administrative decisions.

Эволюция теории и практики социальной ответственности предприятия: зарубежный опыт

В статье рассматриваются основные этапы становления  теории и практики социальной ответственности на основе изучения опыта зарубежных стран. Обосновывается концептуальный подход, в соответствии с которым  причины многогранности проблемы социальной ответственности и ее междисциплинарного характера следует искать в ее гносеологических корнях, в генезисе ее формирования и развития. В соответствии с этим предлагается использовать  методологическую схему изучения данной проблемы, а затем последовательно рассматриваются каждый из этапов эволюции теории и практики социальной ответственности. В заключение делается вывод об  универсальных тенденциях социальной ответственности в странах мира и проявлении специфических черт и особенностей формирования моделей социальной ответственности в каждой стране.

    In the article the basic stages of formation of the theory and practice of social responsibility on the basis of studying of experience of foreign countries are considered. The conceptual approach according to which it is necessary to search for the reasons of many-sided nature of the problem of social responsibility and its interdisciplinary character in its gnoseological roots, in genesis of its formation and development is proved. According to it it is offered to use the methodological scheme of studying of the given problem, and then each of stages of evolution of the theory and practice of social responsibility are consistently considered. The conclusion about universal tendencies of social responsibility in the countries of the world and manifestation of specific lines and features of the formation of the models of social responsibility in each country in summary is made.

Повышение эффективности социального партнерства: проблемы, практика, технологии (по материалам Федерации профсоюзов Республики Татарстан)

В статье анализируется работа ФПРТ по развитию социального партнерства, уровень которого во многом определяет степень представительства и защиты основных социальных и правовых интересов наемных работников.

Показаны усилия Федерации по заключению соглашений с партнерами, направления деятельности и реальные шаги по их детализации и повышению социальной ответственности сторон за выполнение каждого пункта договора. Для определения эффективности деятельности участников Республиканского соглашения на 2010 год введена система индикативных оценок. Профсоюзы РТ используют для достижения социального согласия все законные методы борьбы, инструменты и механизмы, благодаря чему им удалось достаточно успешно преодолеть социальные риски кризиса.

About some Features of Formation of the Labor Market in the CIS Countries

In the article the processes occurring on the labor market of the CIS countries, caused by conducted modernizations of their economy are analyzed. The questions of necessity of support of exempt workers, their retraining and increase in financings of corresponding programs in this connection are put. Such unstable forms which have arisen in last years of employment, as personnel leasing, outsourcing, outstaffing and the outwork, called by contingent work are estimated. Why trade unions oppose similar practice of labor relations is explained in details.

Methodical Bases of Audit of Trade-Union Work

In the article the conceptual and practical substantiation of social audit as a tool of inspection of the various parts of economic and social activity of the organization (an enterprise, firms) is given, the differences of its Russian model from foreign analogues are shown. The author believes, that in the light of the decisions of VII (extraordinary) Congress of the Federation of Independent Trade Unions of Russia which has taken place in January, 2011, the problem of formation and use of audit of efficiency of trade-union activity becomes actual, he formulates its essence, purposes and principles, and also   mechanism of carrying out of such audit.

The Cultural Caused Scenario - a Key to Understanding of a Situation

В статье поднимается проблема  российской практики социального аудита, представляющего  собой инновационный инструмент информационно-аналитического обеспечения социально-трудовых отношений.  На примере проведённого социального аудита в ОАО «Вологдаэнерго», которое является филиалом ОАО «Межрегиональная сетевая компания  Северо-Запада», проанализирован опыт профсоюзной организации по использованию его результатов в ходе переговоров по заключению коллективных договоров.

On the example of the carried out social audit in the Open Society «Vologdaenergo» which is an Open Society branch «of Inter-regional Network Company of the Northwest», the experience of the trade-union organization on use of its results during the negotiations on the conclusion of collective agreements is analyzed.

    Problems of Terminology of the Labor Conflict

    In the article the features of contradictions in sociolabor sphere are considered, the comparative analysis of definitions of social and labor conflicts of the Russian and foreign scientists in the field of sociology, conflictologies, economy and jurisprudence is carried out. The authors suggest the definition of the labor conflict, representing it not only as the consequence of sociolabor contradictions, but also as the way of the solving of similar collisions of the parties, and also the classification of labor conflicts by jurisdiction of their solving.

      In the article the distinctions between traditional and modern concepts of physical inability are analyzed, the classification of the basic functions of an organism and the basic categories of ability to live from the point of view of medical model of physical inability is given. The development and interrelation of social models of physical inability in which it is considered as a changeable function - interaction of the person with the limited possibilities and the social environment are shown.

Проблемы финансирования здравоохранения

В статье анализируется российская система здравоохранения как предмет совместного ведения Федерации и ее субъектов. В качестве негативных итогов деятельности этой сферы названы неэффективность вложений в здравоохранение, ухудшение основных показателей здоровья населения, его неравенство  в возможностях получения медицинской помощи, рост платности  и постепенная деградация идеи гуманизма во взаимоотношениях врача и пациента, а также хронический дефицит финансовых средств при отсутствии прозрачности финансовых потоков. Предложены некоторые пути решения накопившихся в этой области проблем.

Великая реформа и рождение нового предпринимательства (вторая половина XIX–начало  XX века)

В статье рассматривается процесс становления в России в указанный период предпринимательства капиталистического типа в крупной и средней промышленности, возникновения отечественной банковской системы, обновления принципов деятельности российских бирж, формирования нового торгово-промышленного сословия и появления в результате отмены крепостного права рынка свободной рабочей силы. Однако высокие темпы роста промышленного производства этих лет были, к сожалению, лишь следствием крайне низкого уровня его развития в предшествующий период, и Российская империя по-прежнему заметно отставала от передовых стран мира.

Problems of Financing of Public Health Services

     Key concepts: public health services and its financing, the state expenditure on public health services, social insurance funds, obligatory medical insurance.

     In the article the Russian system of public health services as a subject of joint conducting by the Federation and its subjects is analyzed. As negative results of the activity of this sphere are named the inefficiency of investments in public health services, deterioration of the basic indicators of health of the population, its inequality in possibilities of the reception of medical aid, the growth of paid services and gradual degradation of the idea of humanism in mutual relations of the doctor and the patient, and also chronic deficiency of financial assets in the absence of the transparency of financial streams. Some ways of the solving of the problems which have been collected in this area are suggested.

     In the article the formation process in Russia during the specified period of business of capitalist type in the large and average industry, occurrence of domestic bank system, updating of principles of activity of the Russian stock exchanges, formations of new commercial and industrial estate and occurrence of free manpower market as a result of cancellation of the serfdom is considered. However high rates of growth of industrial production of these years were, unfortunately, only the consequence of the lowest level of its development during the previous period, and the Russian empire still considerably lagged behind the advanced countries of the world.

     The Role of Regional Currency Integration in the Conditions of Globalization
